A motion was made by Commissioner Guibert and seconded by Commissioner Spencer to approve all consent items. The motion passed 4-0-1-0 with Chairman Garza abstaining because he was absent from that meeting.
A. Historic Preservation
Ordinance Amendment
A motion was made by Commissioner McMath and seconded by Commissioner Bagley to recommend approval of the amended Historic Preservation Ordinance. The motion passed unanimously.

A. Planning Commissioners
Vice Chairperson Spencer voiced
concern with the cutting back of code enforcement, due to budget constraints,
where only issues involving health and safety would be addressed. City Manager McClintock reported that there
are two issues pending that fall under the health and safety category,
specifically the debri left at a house vacated by tenants at the corner of
First and
