Minutes

January 8, 2008

 

  1. Call to Order at 8:20 p.m. by Chairperson Reuben Garza

      A.  Roll Call

Members Present: Reuben Garza, Jeff Bagley, Dan McMath, Erika Spencer and Wanda Guibert.

Staff Present: Jan McClintock, City Manager; Matthew Sundt, City Planner; and Trish Paetz, City Clerk.

No comments were made.

 

  1. Consent Items

A.  Approval of Affidavit of Posting Agenda

B.  Approval of Affidavit of Posting Public Hearing

C.  Approval of Minutes of December 4, 2007 Planning Commission Meeting

 

A motion was made by Commissioner Guibert and seconded by Commissioner Spencer to approve all consent items.  The motion passed 4-0-1-0 with Chairman Garza abstaining because he was absent from that meeting.

 

  1. Public Hearing Items

A.  Historic Preservation Ordinance Amendment

A motion was made by Commissioner McMath and seconded by Commissioner Bagley to recommend approval of the amended Historic Preservation Ordinance.  The motion passed unanimously.

There were no items to discuss.

 

6.      Comments

A.  Planning Commissioners

Vice Chairperson Spencer voiced concern with the cutting back of code enforcement, due to budget constraints, where only issues involving health and safety would be addressed.  City Manager McClintock reported that there are two issues pending that fall under the health and safety category, specifically the debri left at a house vacated by tenants at the corner of First and Monterey and the condition of the house at 102104 The Alameda. She further commented that a situation where windows had been changed out of a house on Second Street without getting permits would be coming before the Planning Commission in the future.

B.  City Manager

City Manager McClintock announced upcoming events that Commissioners should be aware of..

 

C.  City Planner

            City Planner Sundt presented the following list of items pending for 2008:

 

1.  Design Guidelines Amendments (re solar and drainage)

2.  Amended Fence Ordinance (re agricultural zones)

3.  Reclaimed Water Ordinance

4.  CLG Grant re National Register Historic Landmark District nomination application

5.   Eleven Most Endangered historic properties - grant application

6.   Loayza Subdivision Application

7.   Mission Café Sign re-installed

8.   Underground utility district

9.   Davidson property Sphere of Influence amendment application

10.  Stephens Annexation Property Tax Agreement with County

A motion to adjourn the meeting at 9:58 p.m. passed unanimously.
