Members Present: Rick Edge, Erika Spencer, Reuben Garza, Javier Mendez, and Michael Ostrowski.
Staff Present: Jan McClintock, City Manager; Matthew Sundt, City Planner; Trish Paetz, Deputy City Clerk.
Becky McGovern commented that she noticed real estate signs posted on First Street without a permit. City Manager McClintock responded that notice has been given to the owners and if they don’t meet the sign ordinance standards, they will be told to take them down.
C. Approval of Minutes of April 4, 2006 Planning Commission Meeting
A motion was made by Commissioner Garza and seconded by Commissioner Ostrowski to approve the Affidavit of Posting of the agenda and the minutes for the March 7, 2006 Planning Commission meeting. The motion passed unanimously.
A motion was made by Commissioner Ostrowski and seconded by Commissioner Spencer to approve the minutes of the April 4, 2006 meeting after correcting the spelling of Cara Vonk’s name. The motion passed unanimously.

Jim Jack
Building
Eagle Scout
Christopher Sandoval presented a proposal to relocate the Jim Jack cabin to
Carl Luck Park where it would face the library.
Commissioners reviewed a map and floor plan.
Commissioner
Garza asked if it would sit on a cement slab, and Eagle Scout Sandoval replied,
yes.
Commissioner Mendez asked how the building would be attached to the
concrete. Whereupon, Georgeanne Gularte
of the Historical Society responded that new wood supports had been placed
under the cabin to attach to the concrete slab.
Sandoval added that no one would be allowed to enter the cabin.
During public comment, HRB member Ted Thoeny commented that he was glad
the cabin found its resting place.
A motion was made by Commissioner Garza and seconded by Commissioner
Mendez to approve Resolution 2006-06, for the Relocation of a Historic Resource
(Jim Jack Cabin). The motion passed
unanimously.
City Planner Sundt presented a staff report stating that the draft ordinance presented to the Commission reflects changes discussed at the March 7 meeting.
Sundt then referred to a letter from HRB member Cara Vonk, who was not able to attend the meeting tonight. The letter addressed sections of the Municipal Code dealing with demolitions, gateway entries, government programs and projects, design review of replacement materials within the Historic District, and review of signs.
There was general discussion among staff and the commission regarding the issues presented in Ms. Vonk’s letter.
During public comment Tony Boch stated he would like to see the four historic houses off First Street protected.
A motion was made by Commissioner Garza and seconded by Commissioner Spencer to recommend approval to the City Council all changes presented in the draft zoning ordinance except Section 11.06, Lighting; and Section 11.13, Historic Preservation. The motion carried unanimously.

City Manager McClintock reported that approval of a replica of the old Luck Library sign, donated to the City, would be brought to the Commission next month.
City Planner Sundt presented information to Commissioners regarding a conference, Economics of Historic Preservation, held in Monterey on May 19, and encouraged Commissioners to attend, as pertinent information would be presented.
A motion to adjourn the meeting at 10:30 p.m. passed unanimously.
