B. Approval of Minutes of February 7, 2006
A motion was made by Commissioner Garza and seconded by Commissioner Ostrowski to approve the Affidavit of Posting for the March 7, 2006 Planning Commission meeting and the February 7, 2006 meeting minutes. The motion passed 3-0-0-2.
Elizabeth Caraker presented a staff report stating Commission were provided with Chapters 11.01 through 11.11 of the draft Zoning Code dealing with PUD’s, the historic district, signs, parking, and landscaping.
There was general discussion. No action was taken.

Comments
Commissioner Garza asked if complaint forms were available in City Hall, and City Manager McClintock responded, yes. McClintock added that staff has stepped up code enforcement activities.
City Manager McClintock presented Commissioners with a map showing the City’s sphere of influence, and informed commissioners of a proposal to develop around the Alameda and Mission Vineyard Road, and annex that property prior to building. McClintock stated she would meet with County Supervisor Botelho and the County Planning Commission tomorrow to discuss this issue.
Commissioner Ostrowski asked if that development would use City water and sewer, and McClintock responded, yes.
McClintock announced that the Breen Adobe would have a grand re-opening ceremony that weekend, and she would conduct a budget workshop with the City Council this week.
City Planner Sundt reported that the HRB reviewed a potential development on property owned by Dante Bains, still in pre-concept stage. He further reported that code enforcement issues would be discussed next month.
A motion to adjourn the meeting at 8:07 p.m. passed unanimously.
