Car Vonk reported on a conference she attended, and suggested the Alliance Review to the Board, a quarterly publication relevant to historic preservation.
Georgeanne Gularte and son Richard Ross Gularte discussed plans to re-erect the original
sign at the “old rock shop” but said the sign is larger than allowed in the City’s sign
ordinance. They asked if their sign could be grandfathered into the sign ordinance.
A. Approve Affidavit of Posting Agenda
B. Approval of Minutes for April 1, 2008 Historic Resources Board Meeting
A motion was made by Board Member Garza and seconded by Board Member Spencer to approve all items on the consent agenda with changes to the minutes as noted. The motion passed 5-0-0-0.
A. Abbe Park Benches
City Manager McClintock presented the staff report stating the San Benito County Local Transportation Authority Technical Advisory Council has advised the Local Transportation Authority (who operates County Express) to install seating at the bus stop shelter at Abbe Park. The Authority would like input on the type of bus stop seating at that location. Board Member Bagley selected the Courtyard design, a six foot perforated black bench, stating black would be easier to paint if it were to become tagged. The rest of the Board agreed with Bagley’s selection.
A motion was made by Board Member Bagley and seconded by Board Member McMath to approve the Courtyard design six foot bench for Abbe Park. The motion passed
5-0-0-0.
A. Status of 33 Washington Street (Chinese Restaurant). Attempt to preserve old
signage?
Staff reported that no application was submitted for the project.
During public comment Cara Vonk commented that the sign painted on the building did not become visible until the building was sandblasted, and staff should refer to the section in the City’s sign ordinance dealing with ghost signs.
B. Demolition by Neglect as a Last Resort per Secretary of Interior Standards. Ordinance to prevent properties from reaching demolition status?
City Manager McClintock reported this is addressed in the property
maintenance ordinance the City Council passed in June 2007.
C. Status of Old Brewery on the Alameda – Galvan Report?
City Manager McClintock stated Andrea Galvan’s report is not available as it is not complete at this time.
City Manager McClintock commented that signage downtown needs to be addressed.
Chairperson Guibert replied that, between grants and in-kind hours, there is no time to work on this.
A. Historic Resources Board: CLG Third Street Historic Register Update
Chairperson Guibert reported that the Certified Local Government Third Street Historic Register is almost complete; by May 17 they should be able to give “raw” research to Galvan and Associates. City Manager McClintock commented she would like to present an update to the City Council at their May 20 Regular Council Meeting.
B. City Manager
City Manager McClintock reported that the Board of Supervisors voted 3-2 to turn Highway 156 into six lanes. She encouraged everyone to continue writing letters against this happening, and further stated she has expressed the City’s view in the local newspapers. She also reported the deadline for the Historic Register had been met and the next report would need to be submitted to SHPPO by May 20, 2008.
Cara Vonk stated an EIR would be released in August 2008.
Georgeanne Gularte stated she appreciated receiving the City Manager’s e-mail notices regarding the Highway156 issue, as well as the recent Town Hall meeting regarding the proposed sales tax increase.
C. City Planner
The City Planner was not present at the meeting.
