Minutes

December 4, 2007

 

  1. Call to Order at 7:05 p.m. by Chairman Wanda Guibert

      A.  Roll Call

Members Present: Jeff Bagley, Dan McMath, Erika Spencer and Wanda Guibert.

Members Absent: Reuben Garza.

Staff Present: Jan McClintock, City Manager; Matthew Sundt, City Planner; and Trish Paetz, City Clerk.

 

  1. Public Comment (limited to items not on the agenda)

Cara Vonk suggested that Planning Commissioners review San Benito County’s new hillside building ordinance.

 

  1. Consent Items

      A.  Approve Affidavit of Posting Agenda

      B.  Approval of Minutes for November 5, 2007 Historic Resources Board Meeting

A motion was made by Chairperson Guibert and seconded by Board Member Bagley to approve all items on the consent agenda.  The motion passed 4-0-0-1 with Board Member Garza absent.

 

  1. Action Items

      A.  New City Restrooms

City Planner Sundt presented a staff report stating the City is requesting Historic Resource Design approval to construct a 486 square foot, one-story toilet building to be located at the side of the fire house on Polk Street and between the fire house and 322 Third Street.  The building is a shed type building anchored to the exterior of the west side of the fire house with a stucco finish.  The south elevation is also blocked off by a five foot by five foot cinder block wall covered in stucco.  The roof will be metal (corrugated or otherwise) and the building color has not been determined but a color similar to the fire house would be appropriate.  The toilet building is 7’ 7” inches wide and 36 feet long. A ramp will be constructed from the Polk Street curb and gutter to the toilet building making it ADA compliant.  Exterior light fixtures include two approxi-mately eight foot single lamp fluorescent tubes and are attached to the underside of the roof overhang.  The roof overhang does not extend over the full width of the toilet entry area, but it does extend approximately 3’6” from the exterior of the toilet building.

 

City Manager McClintock interjected with new information: (1) the structure will be built with wood studs, not metal, (2) it will be the same color as the fire department, and (3) roof tiles from the Community Center (presently under renovation) will be used.

 

Commissioner McMath commented that the stucco walls and tile roof will blend with the historic district.

 

During public comment Cara Vonk offered that the cinder block walls should be covered with stucco, the Secretary of the Interior has standards for additions, and a standing seam metal roof should be considered.. She requested more information about the doors and windows, the builder and source of funding.

 

City Manager McClintock stated the building, funded by donations, is the second addition to the fire house.  Roofing materials other than scrapped materials from the Community Center would add costs to the project.

 

City Planner Sundt responded that transit windows would provide light but can consider skylights.

 

Chris Lee commented that the plans do not show a fire sprinkler system and a tile roof requires more support.

 

Commissioner McMath suggested that the plans be modified to show support of a tile roof.

 

Commissioner Spencer commented that Secretary of the Interior standards requires delineation of structures so probably should not use tile for the roof.

 

City Planner Sundt reported there are no standing seam roofs in San Juan Bautista while corrugated metal roofs are present.

 

B.     Historic Preservation Ordinance Amendment

City Planner Sundt presented a staff report stating Andrea Galvin of Galvin and Associates was asked to prepare a new Historic Preservation Ordinance, for Historic Resources Committee and Planning Commission review.

 

When Chairperson Guibert commented she had hoped the original ordinance would be provided tonight as well, City manager McClintock stated Galvin completely revamped this ordinance and it would be impossible to compare the two.

 

Whereupon staff, the Board and members of the public reviewed the new ordinance section by section up through Section 11.060.120, stopping only to address questions.

 

During public comment, Chris Lee emphasized the value of the design review.

There were no potential new projects to review.

      Nothing was offered.

      A.  Historic Resources Board

Chairman Guibert asked if the results of the Design Charette were available, and City Planner Sundt, replied yes.  City Manager McClintock said they would be posted on the web site.

 

      B.  City Manager

Nothing more to contribute.

 

      C.  City Planner

City Planner Sundt gave a report on the meeting with Andrea Galvin on November 16 in regards to the National Historic Application to the State Office of Historic Planning (SHPPO).

 

8.      Adjournment – Historic Resources Board

A motion to adjourn the meeting at 9:20 p.m. passed unanimously.
