Minutes

November 5, 2007

 

  1. Swearing in Ceremony

Acting City Clerk Trish Paetz conducted the swearing in of Planning Commissioner Erika Spencer.

 

  1. Call to Order at 7:00 p.m. by Chairman Wanda Guibert

      A.  Roll Call

Members Present: Reuben Garza, Jeff Bagley, Dan McMath, Erika Spencer and Wanda Guibert.

Staff Present: Jan McClintock, City Manager; Matthew Sundt, City Planner; and Trish Paetz, Deputy City Clerk.

 

  1. Public Comment (limited to items on the agenda)

No comments were made.

 

  1. Action Items

      A.  1 Polk Street – TOPS Rock Shop Sign

Board Member Bagley left the dais because the applicant (City Manager Janice McClintock) is his supervisor.

 

City Planner Sundt presented a staff report stating the HRB reviewed proposed signs at their last meeting and requested a new graphic be presented for their review tonight.  Whereupon, Board members were presented with two versions of signs.

 

Chairman Guibert asked if the applicant could make the sign more like the antique sign in a photo presented with the staff report on October 2.  Whereupon the applicant responded that additional delays could result in further loss of business.

 

A motion was made by Chairman Guibert and seconded by Board Member Garza to recommend sign graphic #1 to the Planning Commission for approval.  The motion passed unanimously.

 

      B.  313 Third Street – La Poblanita Mexican Restaurant Sign

City Planner Sundt presented a staff report stating the owner of La Poblanita Mexican Restaurant, Irene Teruel, was requesting approval of a permit for a hanging sign.  The proposed sign, 5 feet by 2 feet with scalloped edges and made of solid wood, was custom made in the early 1970’s and was the sign the owner used at her restaurant in Mountain View.  The lettering is red and three inches tall.  The proposed sign would hang over the sidewalk in front of the business entrance and would be hung from the existing metal hardware.  The City Planner further stated that the Planning Commission, acting as the Historic Resources Board, had approved the sign at their meeting earlier today.

 

Commissioner McMath stated care should be made to secure the sign well enough so it would not drop in a heavy wind or if hit intentionally. 

 

Chairman Guibert requested that it be added to the conditions that no new holes would be drilled into the building.

 

A motion was made by Board Member McMath and seconded by Board Member Spencer to recommend approval of a historic district sign permit for 313 Third Street (APN 002-017-002) with the stipulation that the sign be hung securely but without making any new holes in the building.  The motion passed unanimously.

 

      C.  Historic Preservation Ordinance Amendment

      This item was continued to a future meeting.

 

  1. Consent Items

      A.  Approve Affidavit of Posting Agenda

      B.  Approval of Minutes for October 2, 2007 Historic Resources Board Meeting

A motion was made by Board Member Bagley and seconded by Board Member McMath to approve Item A, the affidavit of posting the agenda.  The motion passed unanimously.

 

A motion was made by Board Member Garza and seconded by Board Member McMath to approve Item B, the October 2, 2007 meeting minutes.  The motion passed 4-0-1-0 with Board Member Spencer abstaining because she was absent from that meeting.

 

  1. Informal Project Review

There were no potential new projects to review.

 

  1. Future Agenda Items

Chairman Guibert asked that a status report of the Certified Local Government grant be added to the agenda next month.

 

  1. Comments

      A.  Historic Resources Board

Chairman Guibert commented that the Historic Symposium would be held in Monterey next year January 9, 10, and 11.  She reminded Board Members that they are required to receive training and Board members should attend if at all possible, particularly since the location is near San Juan Bautista.  City Manager McClintock reported the City would pay for tuition to attend the symposium.

 

The sidewalk at Glad Tidings Church will go in in the next two weeks.

 

Board Member Garza asked about the Mission Café sign as it had been removed.  City Planner Sundt responded that the sign was removed without staff’s knowledge.

 

      B.  City Manager

City Manager McClintock reported documentation resulting from the Design Charette held November 2, 3, and 4 in San Juan Bautista would be available soon.

 

 

 

      C.  City Planner

City Planner Sundt reported that, in regards to the National Historic Application to the State Office of Historic Planning (SHPPO), Andrea Galvin would be available to answer questions on November 16 at 5:00 p.m. in City Hall.

 

9.      Adjournment – Historic Resources Board

A motion to adjourn the meeting at 7:32 p.m. passed unanimously.
