  1. Call to Order at 7:05 p.m. by Chairperson Rebecca McGovern
    1. Roll Call

  1. Consent Items
    1. Affidavit of Posting October 12, 2005 Agenda.
    2. Minutes of September 14, 2005 Meeting.

A motion to approve the Affidavit of Posting of the October 12, 2005 Agenda and the Minutes of the September 14, 2005 Meeting was made by Board Member Vonk and seconded by Board Member Thoeny. The motion carried unanimously.

 

  1. Informal Project Review

Tamara Becker, Manager of the 911 Center for San Benito County, requested an informal review of a project to mount an antenna on the back of the Windmill Market for sending reports from the San Juan Bautista Sheriff substation to the Sheriff Department in Hollister.  No action was taken.

 

  1. Discussion Items

 

A.     Historic Resources Inventory Scoping Meeting

Andrea Galvin, consultant for the Historic Survey Project explained how the survey would be conducted and discussed a timeline. The survey will be conducted on homes in San Juan Bautista that are at least 45 years old.  It was decided to send a flier to all residents inviting them to a Kick Off Meeting scheduled for October 25 where the project would be introduced.  Volunteer training is scheduled for November 7. Ms. Galvin stated that her associate, Katie Horak would be her company’s initial contact person and City Planner Caraker would be the City contact person.

 

B.     Subcommittee Report: Research for Assistance for Repairs to National Register Property

Board member Vonk stated she researched the availability of funds for individuals in need of making improvements to their homes, who are not able to afford the expense.  Unfortunately, other than programs offering tax savings and incentives, the only grants available are for non-profit organizations and government agencies. 

 

City Manager Coile stated they would not be able to apply for Community Development Block Grants until the Housing Element is completed and certified by the State in January.

 

There was general discussion that historical property in the City is deteriorating which is troubling given the fact many of the owners of said property have the financial resources to make the necessary improvements.

A.     Historic Resources Board Comments

Council member Bains, who is leaving the Board, expressed his pleasure with working with the other Board members over the past year.

 

B.     City Manager Comments

City Manager Coile circulated a card for Hollister Mayor Pauline Valdivia, who is recovering from surgery.  Additionally, she announced CMAP would televise their auction on October 22-23, tickets are available for El Teatro Campesino’s “La Pastorela”, there would be a Halloween Block Party and parade in San Juan Bautista on October 31, and she discussed a Santa Cruz historic architecture book signing on November 19.  She further explained that Board members, Planning Commissioners, and Council Members were asked to review the Santa Clara Valley Transit Authority’s Southern Gateway Transportation and Land Use Study, and she would ask the VTA to grant an extension beyond October 31 to receive the City’s comments. A request was made to discuss the Gateway Study at the next meeting.

 

C.     City Planner Comments

No comments were received from the City Planner.
