Cara Vonk requested that the minutes of May 11, 2005 be pulled for discussion.
A motion to approve the Affidavit of Posting of the June 8, 2005 Agenda was made by Cara Vonk and seconded by Ted Thoeny. The motion carried 4-0-1-0 as Dante Bains was absent.
Cara Vonk requested that Action Item 4A of the May 11, 2005 Minutes be changed to reflect that the City would hire an architect, but payment for the architect’s services would be the responsibility of the applicant.
A motion to approve the May 11, 2005 Minutes with the proposed change was made by Susan Brady and seconded by Ted Thoeny. The motion carried 4-0-1-0 as Dante Bains was absent.
Interim City Manager Cokley commented that, after the architect reported back to SBC on the results of last month’s meeting, he was fired.
Interim City Manager Cokley presented the staff report on a roof replacement on the Mariposa House Restaurant. The new composition shingle roof would replace an existing wood shingle roof. The materials are Class A fiberglass shingles. The applicant, Richard Lausten, displayed samples of roofing materials to the Board.
He stated it was almost impossible to insure the house with the existing wooden shingles.
A motion to recommend approval to the Planning Commission on Historic design review for alterations to an existing structure located within the City’s Historic District, 37 Mariposa Street, and to accept and make changes to resolution was made by Cara Vonk and seconded by Ted Thoeny. The motion carried 4-0-1-0 as Dante Bains was absent.
Committee representative Susan Brady stated that the SBC proposal presented during last month’s meeting pointed out dramatically the problem that exists when property owners want to make changes or improvements. Additionally, she noted the City’s fee structure and deposit structure is not clear.
Cara Vonk suggested asking City Planner Caraker to report on the fee structure at the next meeting as some fees are waived for historical houses.
Susan Brady commented that restoring old buildings is an ongoing process. Therefore, the City needs to make it as unstressful as they possibly can.
During public comment Historical Society Representative Georgeanne Gularte said getting the right information so one can get approval from the Historic Resources Board and Planning Commission in a timely fashion is essential. Taking the time and dollars to create a brochure without reviewing the City’s forms puts off the process. She suggested a letter from the Historic Resources Board be included in the brochure, welcoming customers, explaining the forms, and laying out the process.
During public comment Christopher Lee stated the counterperson in City Hall could instruct customers of the requirement that they meet with the Historic Resources Board. Then the Board could inform customers early how serious a design problem they have, whether it is major or minor.
Ted Thoeny felt the process in place was all right as long as the customer follows the staff’s instructions and doesn’t argue with them. Additionally, he advised that a customer should expect to pay a lot in fees. (Specifically, a refundable deposit as well as ordinary fees for their project.)
A motion was made to place on the agenda for the next meeting, Fees and Incentives Adopted by the City Council, and Review of Forms Produced by the Public, and to continue this item: Guidelines Brochure and Procedure, was made by Cara Vonk and seconded by Ted Thoeny. The motion carried 4-0-1-0 as Dante Bains was absent.

Discussion Items
Cara Vonk displayed the State Historical Resources Commission resolution designating the City of San Juan Bautista as a Certified Local Government. Additionally, Ms. Vonk requested that staff report on any design reviews that have been received. She also stated a meeting with State Park personnel was scheduled to discuss what they might consider appropriate for screening the SBC structure. The meeting would take place Tuesday, June 14, at 10:00 a.m.
B. Interim City Manager Comments
Interim City Manager Cokley announced that the dirt pile had been removed from around the Jim Jack Cabin, and City workers are working on removing piles of asphalt near the service station.
A motion to adjourn the meeting at 8:01 p.m. was made and passed unanimously.
