Minutes
Members Present: Rebecca McGovern; Cara Vonk; Dante Bains; Ted Thoeny; and Susan Brady.
Staff Present: Rick Cokley, Interim City Manager; Elizabeth Caraker, City Planner; Trish Paetz, Deputy City Clerk.
There was no comment from the public.
A motion to approve the Affidavit of Posting of the May 11, 2005 Agenda and the Minutes of the April 13, 2005 Historic Resources Board meeting was made by Cara Vonk and seconded by Dante Bains. The motion carried unanimously.
City Planner Elizabeth Caraker presented the staff report on property owned by SBC and used as a telephone switching station. Upon Rebecca McGovern statement that this particular building was not representative of the historic downtown, and should be moved, the architect for the project, who was present stated it would be virtually impossible to relocate the building as the cost to move just the wiring could cost $50,000. Board members offered suggestions for making the building more suitable to its current location.
A motion to (1) have the City hire an historical architect, whose services the applicant would pay, to review the proposed designs, (2) request that SBC confer with the State Park system, and (3) provide the Historic Resources Board with the name of an SBC contact to discuss removal of the building was made by Susan Brady and seconded by Dante Bains. The motion carried 4 to 1 with Rebecca McGovern voting against.
Ron Paulk, coming before the Board a third time regarding his reroof project, explained that he had discovered that the fiberglass shingles approved previously were purported to dissolve over time, and companies that manufacturer said tiles are in bankruptcy. On further investigation he discovered that cedar shingles could be fire treated and he had received Fire Chief Cokley’s approval.
A motion to accept the cedar shingles to reroof to project at Third St. was made by Susan Brady and seconded by Dante Baines. The motion passed unanimously.

Discussion Items
A. CLG Grant and Community Workshop Update
Cara Vonk reported that the $25,000 grant was submitted on time and they could expect a decision after June 10.
Georgeanne Gularte made the suggestion last month for the existence of an informal historic design review with a board member. There was discussion about the process to follow, and whether the Board’s ordinance should be amended. Dante Baines suggested creating a brochure for residents that would spell out the expectations of the Board, the process to follow, and who to contact for more information. Mr. Bains and Susan Brady volunteered to contact Cities of Santa Cruz and Santa Barbara for input in developing said brochure.
Cara Vonk presented information about CalTrans’ Gateway Monument Demonstration Program for building a structure at the entrance to the city, welcoming tourists to San Juan Bautista. No action was taken.
Cara Vonk presented information about a Federal Transportation Enhancement Program. No action was taken.
Ted Thoeny stated the Board needs to get local politicians’ support to put to rest the potential Hwy. 156 expressway. He said it makes more sense to connect Hwy. 101 with Interstate 5 on the other side of the mountain, since they are both Federal highways.
Cara Vonk read from the Historic Preservation’s letter to Mayor Medina wherein
the City Council was asked to provide a Board member to accept certification at their meeting in Riverside. Since no one on the Board was available she said a friend of hers had agreed to accept the CLG certification on their behalf in
Riverside.
B. Interim City Manager Comments
Interim City Manager Cokley stated this is a good opportunity to enhance and make significant changes to the SBC building.
