MINUTES

 

  1. Call to Order at 7:03 p.m. by Rebecca McGovern, Chair.

Pledge of Allegiance

 

Members Present:  Rebecca McGovern; Ted Thoeny; Susan Brady; Dante Bains; and Cara Vonk.

 

Staff Present:  Elizabeth Caraker, City Planner; and Trish Paetz, Secretary.

 

  1. Public Comment on Items Not on the Agenda

No one in the audience wished to comment.

 

  1. Consent Items
    1. Affidavit of Posting March 9, 2005 Agenda.
    2. Approval of Minutes of February 9, 2005 Regular Meeting

Cara Vonk asked that the roofing materials portion of the minutes be changed to reflect she asked, “all members that have roofing materials provide her with resources that could be enclosed in a binder titled ‘San Juan Roofing Guide’”. Whereupon a motion to approve the Affidavit of Posting of the March 9, 2005 agenda, and the corrected minutes of the February 9, 2005 meeting was made by Cara Vonk and seconded by Ted Thoeny.  The motion carried by a unanimous vote.

 

  1. Action Items
    1. Consideration of a Recommendation to Planning Commission on Historic Design Review Approval for Alterations to an Historic Resource located at 215 Third Street (APN#02-19001).  The applicant is Ronald Paulk. The zoning is General Commercial (C-2). The General Plan Designation is Mixed Use.

City Planner Caraker stated in a staff report that Mr. Paulk had returned to propose further alterations to his property; specifically, installation of a deck at the back of the building with an enclosed wheel chair lift to meet ADA requirements, replacement of the roof utilizing composition shingles and salvaged corrugated metal, and a window replacement.  There was discussion between Board members and the applicant regarding the possibility of waiving ADA requirements on a historic structure, the materials proposed for building the deck, and the installation of a wood strip at the entry.  City Planner Caraker suggested that it be made a condition of the project that care be taken when digging around the property to recover and preserve any archeological artifacts, as several items had already been unearthed.

 

The motion was made by Cara Vonk and seconded by Ted Thoeny to recommend approval to the Planning Commission of a historic design review for alterations to an historic resource located at 215 Third Street. The motion passed unanimously.

 

B.     Recommendation on County Hilltop Development Ordinance

City Planner Caraker presented a formal resolution for presentation to the Planning Commission recommending opposition to ridge top development within the county.

 

The motion was made by Ted Thoeny and seconded by Susan Brady to submit a resolution to the Planning Commission recommending that they recommend to the San Benito County Board of Supervisors opposition to ridge top development within the county.  The motion passed unanimously.

 

  1. Discussion Items

A.     Certified Local Government Application Update

City Planner Caraker informed the Board that the application was approved and the City should be receiving the certificate very soon.  Committee members Susan Brandy and Cara Vonk agreed to begin working on the pass-by grant application, due May 2.

 

B.     Community Workshop Update

Cara Vonk stated that although the workshop was originally planned as a Town Hall Meeting, consideration should be made to providing written information for merchants, and providing a workshop for property owners. Ted Thoeny stated he would get input from merchants in the Mother Lode.  Dante Bains stated he would inform the Chamber of Commerce and Merchants Association of the Board’s workshop, now tentatively planned for June 14.

 

C.     Historic Resource Survey Update

Rebecca McGovern stated she could find only information dating back to 1910 and may only be able to provide general survey information, such as era and range. There was discussion regarding resources available.

 

D.    Historic District Guidelines

Rebecca McGovern stated she would develop a letter to residents outlining historic district laws, rules, and regulations.  City Planner Caraker offered to assist with distributing information to residents.

 

Historic Resources Board Comments

Cara Vonk informed the Board that proposed building plans for the Kelly structure were approved at a recent Planning Commission meeting.  The proposal was to build the structure same as the footprint and of the Monterey style.

 

Rebecca McGovern stated State Park personnel indicated to her the Jim Jack cabin could be located at Mariposa and First Street (the Old State Coach Line.) but absolutely would not be considered for inclusion in the Mission garden because of the likelihood that the paths would be trampled.

 

City Manager Comments

No comments.

 

City Planner Comments

City Planner Caraker announced that Board elections would be on the agenda next month and asked that members provide her with their agenda items as soon as possible.  In order to allow adequate time for members to review all the meeting information, packets would be available a week before the meeting, and members would be called to pick them up.

 

Adjournment

A motion to adjourn the meeting at 8:40 p.m. was made by Ted Thoeny and seconded by Cara Vonk.  The motion passed unanimously.
