MINUTES

 

  1. Call to Order at 7:02 p.m. by Rebecca McGovern, Chair.

Pledge of Allegiance

 

Members Present:  Rebecca McGovern; Ted Thoeny; Susan Brady; Dante Bains; and Cara Vonk.

 

Staff Present:  Larry Cain, City Manager; Elizabeth Caraker, City Planner; Trish Paetz, Secretary.

No one in the audience wished to comment.

 

  1. Consent Items
    1. Affidavit of Posting February 9, 2005 Agenda.
    2. Approval of January 19, 2005 Adjourned Meeting Minutes

 

A motion to approve the Affidavit of Posting of the February 9, 2005 agenda, and the minutes of the January 19, 2005 meeting was made by Susan Brady and seconded by Dante Bains.  The motion carried by a unanimous vote.

 

  1. Discussion Items

A.     Historic Resources Inventory Update Status Report

Rebecca McGovern reported the information needed to complete the historic resources inventory, specifically, the age of the 290 houses, is forthcoming from New Republic Title Company.  Board members offered their assistance in assisting Ms. McGovern in compiling the information when the time comes.  There was discussion about possibly conducting a workshop, if necessary, in order to complete the project.

 

Cara Vonk commented that there was a section on conducting a historic survey in the inserts from Historic Preservation in California: A Handbook for Local Communities, included in each Board members’ packet.

 

 

 

B.     Certified Local Government Application Status Report

City Planner Elizabeth Caraker stated Lucinda Woodward from the State Office of Historical Preservation had contacted her, asking for clarification on the appeal

process.  The next step will be for the City Council to review the application and adopt a resolution during their meeting next week.  Cara Vonk reminded the Board that certification as a local government would assist with applying for and obtaining pass-by grants. 

 

C.     Code Enforcement

City Manager Larry Cain informed the Board that he is the Code Enforcement Officer and would deal with any issues as they relate to this Board.

 

D.    Tourism Workshop Report

Susan Brady reported that the Tourism Workshop she attended was not of much  benefit.

 

There was discussion among the members regarding insufficient or lack of markings on Highway 101 for the San Juan Bautista Mission State Park or any other local state parks or scenic routes.  Susan Brady stated she would discuss this with County Supervisor Anthony Botelho.

 

E.     Workshop Subcommittee Update

Cara Vonk reminded the Board of April 8, 2005 as a tentative date for the workshop which will take the form of a town hall meeting.

 

Action taken: Cara Vonk will contact Kent Seavey and Lucinda Woodward for their involvement in the workshop.

 

F.      Roofing Materials Subcommittee Update

Ted Thoeny reminded the Board that it would be up to the Fire Chief to make a determination on what roofing materials could be used for historical restorations in the city.  Cara Vonk requested all members that have roofing materials provide her with resources that could be included in a binder titled ‘San Juan Roofing Guide’ and used as a resource for members of the community.

 

5.      Information Items

      A.  Rehabilitation Tax Credit Guide

Cara Vonk distributed information from the Community Partners National Trust regarding tax incentives for rehabilitating historic structures that are either income producing or non-incoming producing.

 

                  B.  HRB Roster

A roster complete with addresses, telephone numbers and e-mail address was distributed to members of the Board.

 

C.     Historic Preservation in California: A Handbook for Local Communities

Cara Vonk distributed inserts from said handbook.

 

Historic Resources Board Comments

Dante Bains informed the Board that he had distributed invitations at the Retailers Association and Chamber of Commerce meetings asking those interested to attend Historic

 

Resources Board meetings; and had received positive feedback.

 

Cara Vonk commented on San Benito County’s hilltop ordinance and the Cal Trans concrete barrier being erected.

 

City Manager Comments

City Manager Cain reminded the Board that there would be a housing elements workshop on February 28.

 

City Planner Comments

 

Adjournment

A motion to adjourn the meeting at 8:29 p.m. was made by Ted Thoeny and seconded by  Cara Vonk.  The motion passed unanimously.
