MINUTES

 

  1. Call to Order at 7:02 p.m. by Rebecca McGovern, Chair.

Pledge of Allegiance

 

Members Present:  Rebecca McGovern; Ted Thoeny; and Cara Vonk.

 

Members Excused:  Dante Bains; Susan Brady.

 

Staff Present:  Larry Cain, City Manager; Trish Paetz.

    1. Affidavit of Posting January 12, 2005 Agenda.
    2. Approval of December 8, 2004 Minutes

 

A motion to approve the Affidavit of Posting of the January 12, 2005 agenda as adjourned to January 19, 2005, and the minutes of the December 8, 2004 meeting was made by Cara Vonk and seconded by Ted Thoeny.  The motion carried by a unanimous vote.

 

  1. Action Items
    1. Consideration of a Recommendation to Planning Commission on Historic Design Review Approval for Restoration of the Jim Jack Cabin located at the City Corporation yard at Second and Jefferson Streets.

 

City Manger Larry Cain presented staff’s report of a project to rehabilitate the Jim Jack Cabin, a Historic Resource.

 

Applicant Georgana Gularte, representing the San Juan Bautista Historical Society, presented a brief account of the life of Jim Jack, a Chinese agricultural worker.  She stated restoration of Jim Jack’s cabin would commence immediately upon approval by the Planning Commission and Christopher Lee, also a member of the San Juan Bautista Historical Society, will be in charge of the actual restoration. Mr. Lee stated materials used to restore the cabin would consist of used barn wood and old wood shakes, as recommended by consulting historian Kent Seavey.

 

There was some discussion amongst the committee members regarding relocation of the Jim Jack Cabin upon its restoration.  It was felt a decision will be made concerning relocation at a subsequent meeting and any further discussion would take place at that time.

 

Cara Vonk proposed minor modifications to the resolution.

 

A motion to approve the resolution with Ms. Vonk’s modifications was made by Ted Thoeny and seconded by Cara Vonk.  The motion carried by a unanimous vote.

 

      B.  Consideration of a Recommendation to City Council to Direct Staff to Prepare an

Ordinance Amendment to the Historic Preservation Ordinance to Distinguish Contributing Structures from Noncontributing Structures Within the Historic District and Eligibility for Receiving Preservation Incentives.

                 

Upon review of the formal recommendation, there was discussion amongst committee members and staff regarding the process of review and recommendation of ordinances. Whereupon, the motion was made by Ms. Vonk, and seconded by Ted Thoeny, to approve the recommendation with the following modification; “and that the proposed amendment be returned  to the Historical Review Board for review and recommendation to the City Council”.  The motion carried by a unanimous vote.

 

5.     Discussion Items

      A.  Report on Tourism Workshop

 

A report of the Tourism Workshop, attended by Susan Brady, will be made at the next committee meeting.

 

               B.  Certified Local Government Application Subcommittee Update

 

The committee reviewed the Certification Application, and members asked that changes be made to their titles, specifically, “Rebecca McGovern, Chair, Historic Preservationist” and “Dante Bains, Real Estate Investor/Developer” was requested.  Ms. Vonk stated that, upon modification, the application will be sent via e-mail to the State Office of Historic Preservation for their review and later for their approval. 

 

C.    Workshop Subcommittee Update

 

Subcommittee member Vonk presented a flier inviting the Merchants Association and the Chamber of Commerce to Historic Resources Board meetings.  April 8, 2005, was discussed as a tentative date for the workshop.

 

Action taken: Cara Vonk will contact Kent Seavey and others and report back to the committee.

 

D.   Historic Resources Inventory Update Subcommittee Update

 

Rebecca McGovern reported she has a list of all property in San Juan Bautista and should be able to get a building dates from the County Clerk’s office.  Committee members suggested the county assessors’ office and the Board of Realtors for Sanborn maps as additional resources for the information she needs.

 

E.    Roofing Materials Subcommittee Update

 

Subcommittee member Ted Thoeny reported that at this time it was up to the Fire chief to make a determination on what roofing materials to be used on historical restorations in the city.  Cara Vonk suggested compiling all the information used in their research into a binder titled ‘San Juan Roofing Guide’ for use as a resource for the community.

 

F.    Preparation of Minutes

 

City Manager Cain introduced Trish Paetz who will be taking and transcribing the committee minutes.

Rebecca McGovern reminded members that this Board is in charge of the historical district and as such, needs to report infractions to the City who should in turn report infractions to the Code Enforcement Officer.  She is concerned that certain businesses are displaying neon signs in their windows and fliers announcing events are being displayed in windows long after the event has occurred.  She stated the appropriate action should be taken to cite these infractions.  Cara Vonk asked how the committee could do their job in a positive way.  Larry Cain suggested committee member’s attendance at Merchants Association and Chamber of Commerce meetings, and an invitation to them to attend our meetings, might help remedy the situation amicably. 

 

Action taken:  This issue will be placed on the agenda for discussion at the next meeting.

 

City Manager Cain announced that there would be a workshop on zoning maps in late February.  He will have more information for the committee at the next meeting for those who would like to attend.

A motion to adjourn the meeting at 8:35 p.m. was made by Ted Thoeny and seconded by Ted Cara Vonk.  The motion passed unanimously.
