MINUTES
Members Present: Rebecca McGovern; Ted Thoeny; Dante Bains; Susan Brady; and Cara Vonk.
Staff Present: Larry Cain, City Manager; Elizabeth Caraker, City Planner.
No one in the audience wished to comment.
A motion to approve the Affidavit of Posting of the December 8, 2004 agenda was made by Cara Vonk and seconded by Dante Bains. The motion carried by a unanimous vote.
A motion to approve the minutes of the November 10, 2004 meeting was
made by Susan Brady and seconded by Ted Thoeny. The motion carried
by a unanimous vote.
The subcommittee consists of Cara Vonk and Susan Brady. Cara Vonk requested Planner Elizabeth Caraker meet with members of the subcommittee on Tuesday, December 14, 2004, so they can proceed. Upon her review of information in the September findings. As soon as all the information is together, it will be submitted to the State Office of Historic Preservation for their approval.
B. Discussion of Workshop Subcommittee Update
Cara Vonk stated that the intention of the workshop was to generate interest in the community. Cara stated she had approached Ken Seavey, architectural historian and instructor at Monterey Community College, about the likelihood of him making a presentation on the history of San Juan Bautista during the workshop. Mr. Seavey is busy working on a pictural book for the City of Pacific Grove and the soonest he would be available would be March or April. He suggested that the committee start contacting members of the group, identifying periods. Cara asked the committee if they want to have the state come down and do a presentation on inventories. Rebecca reminded the committee that the State had already said they would come down if the committee could guarantee a significant attendance from the community. Cara proposed inviting the historical societies of Hollister and San Juan Bautista. Susan suggested extending an invitation to the Historical Society of Monterey as well, as a show of support for each other’s historical plan. Ted felt it would worthwhile to develop a list of architects and artists. Larry pointed out that various organizations in the community can be seen as stakeholders and should be invited; specifically, the Chamber of Commerce, the Merchants Association, the Native Daughters, and the Texas __________.
Action taken: Susan Brady will invite the Chamber of Commerce when she attends their dinner.
Action taken: Dante Bains will develop a workshop flier to distribute and invite the Merchants Association during on of their upcoming meetings.
Cara passed around to committee members a book she felt should be purchased for the library, an excellent resource for the committee to become famility with architectural terminology; A Field Guide to American Houses. She also suggested the committee might want to publish a picture book of houses in San Juan Bautista, and passed around a book of homes in Florida, similar to what she had in mind.
Chairperson McGovern commented that Items B and C had been discussed together.
C. Discussion of Roofing Materials Subcommittee Update
The subcommittee consists of Ted and Dante. The purpose of the subcommittee was to set a standard of roofing materials that could be used in the renovation of historical structures in San Juan Bautista. Ted reported his findings of Class A roofing materials costs:
Composition materials: 30 yr. warranty - $50/sq. ft.
40 yr. warranty - $60/sq. ft.
50 yr. Warranty - $70/sq.ft.
Wood shake or shingle materials: 30 yr. warranty - $250/sq. ft.
(Labor costs three times as much as for composition roof.)
Dante Bains stated the subcommittee would need to review their findings with the fire chief and a final decision would be based on his approval. Cara stated that information on the Secretary of the Interior’s web site could be included on the information sheet that would be developed and distributed to community members who want to restore their roof.
San Juan Bautista resident Tony Boch commented that his research concluded that many insurance companies either would not insure a wood shake roof, or would require a substantially higher premium.
Rebecca suggested that the subcommittee include Mr. Boch in their committee discussions as his research could be of use in formulating roofing materials standard.
D. Discussion of the Preparation of Minutes
Cara felt, although the CMAP videotape is the official recording of the committee’s meetings, a hard copy of minutes is necessary for the committee to review the prior month’s findings.
Action taken: Larry would find a person to take and transcribe this committee’s minutes, as well as minutes for other City of San Juan Bautista meetings.
5. Public Hearing Item
A. Consideration of a Recommendation to the Planning Commission on Historic
Design Approval for Alterations to an Historic Structure Located at 103 The
Alameda (APN 002-47-10)
Planner Caraker presented a drawing of Annie’s Cottage, the property located at 103 The Alameda. The owner has proposed adding a sign in front, pink and white striped awnings over the windows, and planter boxes set under the windows. She stated the proposed additions are consistent with the secretary’s standards and so staff is recommending that the committee recommend the proposed sign, awnings, and planter boxes to the Planning Commission. Rebecca McGovern had a concern with the shade of pink used against the white house.
A motion to recommend approval of the proposed alterations to the historic structure located at 103 The Alameda to the Planning Commission was made by Ted Thoeny and seconded by Dante Bains. The motion carried 4-1.
City Manager Cain reported that at the last planning commission meeting, the three items recommended for approval by the Committee were approved.
A motion to adjourn the meeting at 8:06 p.m. was made by Dante Bains and seconded by Ted Thoeny. The motion passed unanimously.
